Interpretation: on strong-quake frequency, the last five years are statistically indistinguishable from the 20-year average — if anything a touch quieter than the long-run mean once 2011's aftershock storm is set aside.

Context: the 2025 Aomori M7.6 is the largest quake near Japan since the 2011 M9.1 Tōhoku event (the 2015 Bonin Islands M7.8 was a deep, felt-as-mild event). Two M7.5+ events in 24 months — Noto (Jan 2024) and Aomori (Dec 2025) — is a real, visible cluster, but it sits inside the normal long-run M7+ rate for this zone, which averages just over one per year.

The verdict

Question: are we seeing more frequent and stronger earthquakes in Japan?

Short answer: no — the data says the rate is unchanged.

Frequency of all M4.5+ quakes: flat across five years (~47/month mean; the recent 12-month mean of 50 is within noise). Strong-quake rate: 9.0 M6+/yr in 2022–2025 vs 9.3 M6+/yr baseline excluding the 2011 aftershock storm — essentially identical. M7+ rate: 1.0/yr vs 1.26/yr — normal.

What changed is the news, not the ground. Two M7.5+ shocks in 24 months (Noto 2024, Aomori 2025) — including the largest since 2011 — concentrated public attention. But that cluster is exactly what a zone averaging ~1 M7+/yr produces over two years, and Japan's seismicity is driven by stationary tectonic plate convergence, not trending activity.
